Headline Representative of Thailand Addresses General Assembly

Caption Description The General Assembly this afternoon continued the debate on the question of amending the Charter of the U.N. to increase the membership of the Security Council. This picture shows Mr. Rak Panyarachun, Deputy Minister for Foreign Affairs of Thailand, delivering a speech on that subject. Seated at the presidential rostrum, behind him, is H.H. Prince Wan Waithayakon, Foreign Minister of Thailand and President of the current Assembly session. Mr. Panyarachun said that he was of the opinion that the Council must remain an executive organ and not become a deliberative body; therefore its composition should be such as not to make it unmanageable. Before taking a final stand on the matter, he added, his delegation wished to hear the permanent members of the Security Council on whom success or failure of any Charter amendment mainly depended.
