Headline Proposal to Seat China in United Nations Fails to Obtain Required Two-Thirds Vote 
Caption Description The General Assembly this morning gave a simple majority to a proposal for ""restoration of the lawful rights of the People's Republic of China in the United Nations"" and for expulsion of the representatives of Chiang Kai-shek"". However, the resolution was not adopted because the Assembly had previously decided that any proposal to change the representation of China was ""an importation question"", requiring a two-thirds majority for adoption.
