Headline Industrialization for Development: Steel Industry in Brazil 
Caption Description Countries modernize by industrializing. Industrial output in the world's poorer countries should grow twice as fast as agricultural output. This may often be done most successfully by regional cooperation. Part of the research capacity of the industrial countries - money, advanced skills and sophisticated equipment - should be used to tackle the specific problems of the developing countries.

Huge container holding liquidified steel at Companhia Siderurgica Paulista's (COSIPA) steel mill at Cubatão. COSIPA is one of Brazil's three major Government-owned steel producers. With financial help from the International Bank for Reconstruction and Development (IBRD) the Government has undertaken an expansion programme of the three steel mills that will increase their production capacity to 7.2 million tons a year by 1976.
